Power BI Is Not a Data Strategy


The executive team wants “better data visibility.” The obvious solution: buy Power BI licenses, connect to the databases, build some dashboards. Deploy.

Three months later, you have 200 dashboards across 15 workspaces. Nobody knows which dashboard is the “real” one. Three different reports show three different revenue numbers. The finance team still uses Excel because “the Power BI number doesn’t match SAP.” Data analysts spend their days building reports instead of generating insights.

You have a visualization tool. You do not have a data strategy.

This distinction is not pedantic. It’s the difference between an organization that uses data to make decisions and an organization that uses data to make slides.

The Dashboard Proliferation Problem

The failure mode is predictable because it follows the same pattern in every organization that deploys a BI tool without underlying data governance.

Someone in the sales team builds a dashboard that answers their specific question: “What’s our pipeline this quarter?” They connect directly to the CRM database, apply their own filters, and define revenue as gross bookings. The dashboard looks great and the VP of Sales loves it.

Two weeks later, someone in finance builds a revenue dashboard. They connect to a different data source, apply different filters, and define revenue as net recognized revenue. Their number is lower because it excludes pending deals and accounts for discounts.

Both dashboards are technically correct. Both show different numbers. When the CEO asks “what’s our revenue?” in the weekly leadership meeting, the CFO and VP of Sales give different answers, each supported by a professional-looking dashboard.

Users see conflicting numbers, lose trust, and go back to whatever they trusted before — usually a manually maintained spreadsheet that the most senior analyst curates through tribal knowledge and institutional memory.

This isn’t a Power BI problem. It’s a governance problem. And it happens with every BI tool — Tableau, Looker, Qlik, Metabase — when deployed without an underlying data strategy. The tool is not the strategy. The tool is the execution layer.

The Semantic Layer Gap

The single most important piece of data infrastructure that most organizations are missing is the semantic layer — a governed, centralized definition of what business metrics mean and how they’re calculated.

Without a semantic layer, every dashboard author must independently define what “revenue” means, what “active customer” means, and what “churn rate” means. Each definition is slightly different because each author interprets the business rules differently, queries different source tables, and applies different exclusion logic.

With a semantic layer, metric definitions are created once, governed centrally, and consumed by all dashboards. When a dashboard shows “Revenue,” it pulls from the single governed definition. When two dashboards show the same metric, they always agree.

Tools like dbt Metrics, Looker’s LookML, Cube, and Power BI’s own Composite Models can serve as semantic layers. The specific tool matters less than the principle: metrics must be defined centrally and consumed consistently.

Why Power BI Alone Can’t Solve This

Power BI provides excellent visualization and modeling capabilities. Power BI datasets can function as a lightweight semantic layer within the Power BI ecosystem. But the problem is organizational, not technical:

  • Who approves metric definitions? Power BI doesn’t enforce a governance workflow for metric creation.
  • How are conflicts resolved? When marketing’s definition of “qualified lead” differs from sales’ definition, Power BI doesn’t adjudicate.
  • Where do canonical definitions live? If they live inside individual Power BI datasets, they’re invisible to data engineers writing pipelines, analysts using SQL, and other BI tools consuming the same data.

The semantic layer must sit between the data warehouse and the visualization layer, accessible to all consumers — not embedded within any single tool.

What a Data Strategy Actually Includes

A data strategy answers five fundamental questions. If you can’t answer all five, you have a tool, not a strategy.

1. What Are Our Canonical Metrics?

Revenue, customer count, churn rate, average deal size — each needs precisely one definition, documented and enforced across all business units. “Revenue” means gross or net. “Customer” means paying accounts or total accounts. “Churn” means logo churn or revenue churn.

These definitions must be agreed upon by every business unit that touches the metric. This is a political problem as much as a technical one, because different business units have incentives to define metrics in ways that make their numbers look better. The data strategy must create a governance process for resolving these disagreements.

2. Where Do Metrics Live?

One source of truth for each metric. Not “multiple dashboards showing the same number” — one governed dataset that all dashboards consume. When the metric definition needs to change, it changes in one place and propagates everywhere.

This is the difference between centralized governance and distributed chaos. A mature data organization treats metric definitions with the same rigor as API contracts — because they are contracts, between the data team and every consumer.

3. Who Owns What?

Every dataset, every report, every dashboard needs a clear owner who is responsible for its accuracy, freshness, and deprecation. If nobody owns it, it will deteriorate.

Dashboard ownership is particularly problematic because dashboards proliferate quickly and are rarely decommissioned. A healthy data strategy includes a dashboard lifecycle process: creation standards, usage monitoring, and retirement criteria. If a dashboard hasn’t been viewed in 90 days, consider archiving it.

4. What’s the Data Quality Standard?

What freshness guarantees exist? What completeness thresholds? What validation runs between the source and the dashboard?

Data quality is not a one-time initiative. It’s an ongoing practice. Data quality checks should run automatically in your data pipelines, alert when quality degrades, and block bad data from reaching production dashboards.

5. How Do You Sunset and Migrate?

A data strategy must account for dashboard retirement. The reason organizations end up with 200 dashboards is that dashboards are created but never retired. Set clear deprecation policies: dashboards must meet usage thresholds, align with current metric definitions, and be maintained by their owners — or be archived.

The Fix: The Correct Order of Operations

Power BI (or any BI tool) is the presentation layer. It should be the last thing you build, not the first. Deploying Power BI first is like hanging art before building the walls.

The correct order of operations:

Step 1: Define your metrics. Bring together data, finance, sales, and product stakeholders. Agree on canonical definitions for every business-critical metric. Write them down in a format that is both human-readable and machine-enforceable. Expect this to take 2-4 weeks and involve difficult conversations.

Step 2: Build a semantic layer. Implement the agreed-upon metric definitions in a governed data model that sits between your warehouse and your visualization layer. Every metric is calculated once, in one place, with one definition.

Step 3: Establish data quality. Build monitoring, freshness checks, and validation between the source systems and the semantic layer. Alert when data is late, incomplete, or fails validation. Don’t let bad data reach dashboards.

Step 4: Then build dashboards. Consuming the governed semantic layer. When every dashboard pulls from the same canonical definitions, the “different numbers” problem disappears. Every report uses the same definitions. Every chart pulls from the same source.

Step 5: Govern ongoing. Establish dashboard lifecycle management, access controls, workspace organization, and refresh monitoring. This is not a one-time project — it’s an ongoing operational practice.

When dashboards consume a governed semantic layer, the visualization is trustworthy because the foundation is trustworthy. When dashboards connect directly to source databases with ad-hoc calculations, the visualization is a beautiful presentation of chaos.

The Cost of Getting It Backwards

Organizations that deploy BI tools without data strategy don’t save money — they spend more. The hidden costs include:

  • Trust deficit: When stakeholders don’t trust the data, they build their own shadow data infrastructure. Every VP with an analyst and an Excel workbook represents an uncontrolled data pipeline.
  • Analyst utilization: Data analysts who should be generating insights spend their time reconciling conflicting reports and answering “why don’t these numbers match?” questions.
  • Decision paralysis: When every metric has multiple definitions, decisions stall in debates about which number is correct instead of what to do about the number.
  • Tool fatigue: After a bad experience with one BI tool, organizations often switch to another, hoping the tool was the problem. It wasn’t. They repeat the same governance failures with a different vendors.

Power BI is a good tool. Tableau is a good tool. Looker is a good tool. But good tools deployed on bad foundations produce bad outcomes with excellent formatting.
